Rebecca Spence
Attorney

Rebecca has developed a strong passion for work at the intersection of development and sustainability, shaping a practice focused on real estate, land use, and water law in support of long-term, impactful projects. She advises on clean energy and other sustainability-focused initiatives nationwide, drawing on extensive experience in land use strategy, leasing, zoning, and navigating title, survey, permitting, and mineral rights issues. Rebecca is known for her practical, solution-oriented approach and her ability to bring clarity to complex real estate challenges.

At Clean Energy Counsel, she guides clients through every phase of solar and storage project development by resolving entitlement, title, and land acquisition challenges and helping projects advance from concept to close and beyond.

Prior to joining CEC, she served as in-house counsel at D.E. Shaw Renewable Investments (DESRI) where she led real estate strategy for utility-scale projects and supported financings, acquisitions, and land use disputes. She previously worked at a national firm representing a wide range of clients including Fortune 500 businesses, municipalities, developers, and agricultural operators in real estate transactions, regulatory matters, and water court litigation.

Outside of work, Rebecca enjoys spending time outdoors with her husband, Christopher, and their dog, Pearl. She also teaches and practices yoga, enjoys live music, and tends to a small backyard flock of chickens.
