Senate Passes Reconciliation Bill with Key Changes Impacting Renewable Projects

On Tuesday, July 1, the Senate passed a new version of the Republican domestic policy budget reconciliation bill in a 51–50 vote, split along party lines. Republican Senators Tillis, Paul, and Collins voted “no,” with Vice President Vance casting the tie-breaking vote in favor.

 This vote followed the release of a surprise draft early Saturday morning that introduced two major concerns for the renewable energy sector:

  • A hard placed-in-service (PIS) deadline of 2027, and

  • A proposed new excise tax on wind and solar projects.

Industry stakeholders mobilized quickly over the weekend, engaging in intensive advocacy efforts. As a result, the bill passed by the Senate represents a compromise—landing somewhere between the original June 16 Senate Finance Committee draft and the more aggressive June 28 version that raised alarm across the industry.
